Тогда нет никаких неожиданностей. Криминальная ситуация и количество заключенных в революционную эпоху должно быть выше, чем в застойную. Думаю, ответ -20% или -30%

нефть стала дороже - денег стало больше - преступность снизилась на 40% - кол-во заключенных снизилось на 20% к 2015 году. Слава Великому Путену!!!

но вот нефть стала дешевле, денег стало меньше, преступлений стало больше, и в 2016 году кол-во заключенных выросло по ср с 2015 на 3%. Путена - геть!
